First Steps

I am just across the border in Tn. I live in a community of 300 people so I have a few of the basics in the bag. I have a demand!! That is a good first start. I also have a pile of leaves from the local city that they dumped on our land that can be used. I just read several sections of the book and I have a dream to get a alcohol co-op going in the next few months. My problem is knowing what to do first. I recon getting a still built and get a permit...but how big a still? Where do I get the permit? I need some action items that I can get working on. Any input?
