Illinois Gas Tax avoidance penalties?
I just got a question from a friend and woner if anyone knows the law re: Illinois gas tax?

Aside from the tax credits for a CSE, are there any levied
gas/road taxes for not using and paying the Illinois ~21
cent/gal. tax at the pumps?
